I'm also having the abilities not firing bug. I have to relog to fix or port out of wherever I am. Holding shift will give me a teeny tiny small boost forward and then back to super slow a half second later. Had it happen to me in one of the delves in Elsweyr, a delve in The Rift, and also out in the Overland in The Rift throughout the day yesterday.
